ERASMUS+ is a Program of the European Union that supports projects, partnerships, activities and mobility in the field of education, training, youth and sports. On March 25, 2021, the European Commission officially announced the opening of a new stage of the Erasmus + Program for 2021-2027!

With a budget of more than EUR 26 billion, the new Programme will not only be international, but also more inclusive, digital and environmentally friendly!

For the three areas of activity of the Program – education and professional development, youth and sports, the main objectives will be as follows:

  • promotion of academic mobility in the field of education and professional development
  • promoting informal and informational learning mobility in the field of youth
  • promotion of educational mobility of sports personnel

At the same time, the new Program will work to achieve the development of cooperation, quality, inclusion, creativity and innovation at the organization level and to implement strategies in the field of education, professional development, youth and sports. In addition, Erasmus + for 2021-2027. will support teaching, learning and research on European integration, in particular on future challenges and opportunities of the European Union within the Jean Monnet direction.

New flagship initiatives such as European Universities, Erasmus Teachers’ Academies, Vocational Education Centres of Excellence and OpenEUS will also be supported.

Together with more than 150 countries of the world, Ukraine is one of the partner countries of the Erasmus + Program.

The previous stage of the EU ERASMUS + Program is the Program of the European Union, the competitions lasted in the period 2014-2020, supported cooperation projects, partnerships, activities and mobility in the field of education, vocational training, youth and sports. Together with more than 150 countries of the world, Ukraine is one of the partner countries of the Erasmus + Program. Programme Countries are 28 EU Member States; countries of the Economic Union: Iceland, Norway, Liechtenstein; candidate countries: Turkey, North Macedonia and Serbia (since 2018). The program budget for 2014-2020 amounted to UAH 14.7 billion. euro.

Erasmus+ Youth programmes

Erasmus+ Youth, which starts its work in Ukraine. ERASMUS + is a program of the European Union that supports projects, partnerships, activities and mobility in the field of education, training, youth and sports.

Erasmus+ Youth programs work in three areas:

KA1: Youth mobility

The direction has TWO TYPES of possibilities:

  1. YOUTH EXCHANGES
  • meetings of two or more groups of young people from different countries;
  • Duration of exchange: 5–21 days;
  • age of participants: 13-30 years;
  • Number of participants: 16-60, minimum 4 participants from each group + 1 group leader.
  1. YOUTH WORKERS
  • activities that support the professional development of employees of youth organizations;
  • The main types of events:
  • seminars, training courses, events on establishing cooperation, study visits;
  • internship or observation in a youth organization abroad;
  • duration of the event: 2 days – 2 months;
  • without age restrictions;
  • Number of participants: up to 50 (including trainers and facilitators).

The direction has TWO TYPES of possibilities:

1.STRATEGIC PARTNERSHIPS IN THE FIELD OF YOUTH – as a partner

  • introduction of innovative practices and implementation of joint initiatives for the development of cooperation, training and exchange of experience at the European level;
  • a minimum of 2 organizations from two different member countries of the program;
  • the participation of partner countries should be substantiated in detail and constitute “added value” for the project;
  • Project duration: 6 – 36 months.

2.CAPACITY BUILDING IN THE FIELD OF YOUTH (Eastern Partnership Youth Window) – as an applicant/ partner:

Types of projects:

  • civil society internships for young people;
  • partnership for entrepreneurship;
  • minimum 3 partners: organisations only from programme member states (minimum 1 pratner) and Eastern Partnership countries (minimum 1 partner);
  • applicant – from the Eastern Partnership country (Ukrainian organizations can submit projects);
  • Project duration: 9 – 24 months.

KA3: Support for reforms

YOUTH DIALOGUE PROJECTS:

  • meetings between young people and decision-makers in the youth sphere (government officials);
  • events are held only in the member countries of the program;
  • participants from partner countries can participate in transnational seminars;
  • Project duration: 3 – 24 months;
  • participants: young people (13-30 years old) and representatives of the authorities (ageless restrictions);
  • at least 30 participants.

KA1: Learning Mobility

The following opportunities are open to Ukraine as a Partner Country with the Program Countries of the Erasmus+ Program to organize and participate in the projects:

  • INTERNATIONAL ACADEMIC MOBILITY: short-term exchange programs: credit mobility for study (3-12 months) and practice (2-12 months) for Ukrainian students: (junior) bachelors, masters, postgraduate students, doctoral students; academic mobility for teaching / qualification improvement / internships (from 5 days to 2 months) for teachers and staff of higher education institutions.

Who can organize exchange programs?

  • One higher education institution from a member state and one higher education institution from an Erasmus+ partner country (additionally, all other organizations for student internships).

The applicant – the coordinator of mobility projects – is the higher education institution of the Erasmus+ program member countries.

The activity is coordinated by the National Erasmus+ Agencies of the Program member countries (decentralized field).

KA2. MOBILITY OF STAFF IN HIGHER EDUCATION.

As part of Erasmus+ KA2. Cooperation projects for the development of innovations and exchange of best practices in the field of higher education, the following opportunities are open for cooperation with partner countries of the program (including Ukraine):

Higher Education Capacity Building (ex-Tempus)

Universities and other organizations from an Erasmus+* country or partner country can initiate and/or participate in joint higher education capacity building projects developed and implemented by a consortium of universities from Erasmus+* countries on the one hand and from a particular region of the world on the other hand (partner countries (EU neighborhood countries, candidate and potential candidate countries, Latin America, Asia, Africa-Caribbean-Pacific). These could be the following projects:

  • Joint projects: help all partners to develop, modernize and share new study programs, teaching methods or teaching materials, as well as to improve quality assurance and governance in higher education institutions.
  • Structural projects: to develop and reform higher education institutions and higher education systems; to improve their quality and compliance with labor market requirements, to promote regional cooperation and convergence of higher education systems.

Higher education institutions from Ukraine are full participants in this area and can initiate a project and submit it as a grant-applicant-coordinator in partnership with other countries, as well as be project partners and contribute to the creation of projects of other partnerships.

In the EU Neighborhood and Western Balkans partner countries, higher education capacity building projects also include an additional mobility component for students and teachers from participating institutions.

Applications for capacity building projects under the Erasmus+ program are open to institutions from all over the world.

Strategic partnerships

Universities or other organizations can join a consortium that aims to share innovations with other universities in a strategic partnership. These initiatives include:

  • Create new, innovative and multidisciplinary approaches to teaching and learning with a wide range of participants
  • Promote entrepreneurship and entrepreneurial competence of students, teachers and employees of companies
  • Improve knowledge sharing, flow and creation.

Educational institutions from Erasmus+ member countries will be able to apply for the management of Strategic Partnerships in Erasmus+ competitions.

Objectives:

  • Schools, local/regional education authorities, teacher training institutions and faculties, and other types of organizations in different countries develop, disseminate and implement innovative practices

Main activities in the area:

  • Cross-sectoral cooperation between schools and other organizations, leading to the development of curricula and programs, strengthening basic skills, and preventing violence in schools
  • Establishment of partnerships/consortia by local/regional education authorities and schools, e.g. to improve the offer of educational services for young people
  • eTwinning for online teacher exchanges, online seminars, professional development of teachers, students and teachers of pedagogical institutions of education with the involvement of students
  • Open opportunities for Ukraine as a partner
  • Exchanges of groups of students for education/training as part of a project aimed at strengthening, for example, language skills and intercultural awareness

Knowledge alliances

Universities or other organizations can join a consortium that aims to spread innovation between higher education, businesses, and the broader socio-economic environment as part of a knowledge alliance. These initiatives include:

Create new, innovative and multidisciplinary approaches to teaching and learning with a wide range of participants

Promote entrepreneurship and entrepreneurial competence of students, teachers and employees of companies

Improve knowledge sharing, flow and creation.

Educational institutions from Erasmus+ member states will be able to apply for the management of the Knowledge Alliance through Erasmus+ competitions. Important! Please note that higher education institutions from other countries around the world can be partners in the consortium in the case of a detailed justification of the uniqueness of the existing potential and experience of the institution and the added value to the project objectives, if such a justification is not significant, the entire project will not be funded, so you need to be very careful.

Students/young researchers

– They can apply for a scholarship to obtain a master’s or doctoral degree in one of the joint programs. The opportunity is provided to study at at least two universities and receive a joint or double diploma upon graduation.

– They can apply for a grant for short-term credit mobility (up to 12 months), which can be used to spend part of the period of study (at the bachelor’s, master’s, and PhD levels) and receive credits that will be offset at a national educational institution.

Ukraine has been participating in the Jean Monnet program since 2001 (details and information on previous Jean Monnet projects are available on the website: http://www.tempus.org.ua/uk/osvitni-programy-es-dlja-universytetiv-ta-studentiv/programa-zhan-mone.html ). In 2014, the Jean Monnet program was transformed into the Jean Monnet strand of the new EU Erasmus+ program and the first call for proposals was held.

The aim of the Jean Monnet programme under Erasmus+ is to intensify the European integration discourse, promote excellence in European integration studies, involve higher education institutions in researching European integration processes and disseminating the ideas of a United Europe.

Main activities in the field:

  • teaching and research (” Departments”, “Modules”, “Centers of Excellence”)
  • scientific and expert debates with the academic community (“Networks”)

Area of expertise: teaching and research

Support is provided at:

Modules – development and teaching of courses on the EU and European integration topics of at least 40 hours, with further inclusion in curricula and programs;

Chairs – teaching positions (at least 90 academic hours) for professors, scientists specializing in European studies, development of new and updating existing courses on European integration, scientific research, management of research projects on European integration;

Centers of Excellence – establishing and supporting the activities of resource centers based on universities, involving think tanks, associations, networks, and professional communities, in order to encourage them to conduct interdisciplinary research on European integration and disseminate the results of their activities through media resources and communication and information activities.

Activities: scientific and expert debates with the academic community

Support is provided at:

Networks – promoting cooperation of international research teams (participation of at least 3 different countries), stimulating academic debate and interdisciplinary research, disseminating results.

  • Increase the level of key competencies of young people, especially young people with fewer opportunities, and youth workers;
